Superseded: Model Procedures for the Management of Land Contamination (CLR11)

In December 2019 CLR 11 will be superseded by the ‘Land contamination: risk management’ (LCRM) guidance available at:
https://www.gov.uk/guidance/land-contamination-how-to-manage-the-risks

The LCRM guidance is a dynamic web document that the EA intends to update and maintain on a regular basis.  To this end they will not be publishing a static PDF version of the guidance.

CLR11

CLR11 was a non-statutory document that sets out a technical framework for contaminated land risk assessment, remediation, and verification in accordance with the statutory legislation.  The document was published by the Environment Agency in 2004 as part of the CLR series of Contaminted Land Reports.

The model procedures consisted of three parts:

  • Procedures
  • Supporting information
  • Information map.

These provided a hierarchy of information in which part 1 set out the framework of the risk management process, part 2 provided further technical detail to support the process and part 3 contained sources of further information and guidance.
